The HMS Penelope was an Arethusa-class light cruiser, part of the 3rd Cruiser Squadron. The name was taken from the character in Homer's The Odyssey, in which Penelope appeared as a paragon of fidelity to her husband.

The HMS Penelope was built by Harland & Wolff, a shipyard in Belfast, Northern Ireland. The Keel was laid down on 30 May 1934. Launched on 15 October 1935, she was then commissioned on 13 November 1936.

At the outbreak of World War II, the Penelope took part in activities in the Mediterranean. With the start of the Norwegian Campaign; she joined the Home Fleet and took part in the Norwegian Operations.

In April 1940, she ran aground in a narrow channel in the Norwegian fjords. With the skies controlled by the Luftwaffe, the Penelope was in great Danger. She had to hide in the Norwegian fjords for a very long time. The crew painted the ship with camouflage in brown and white so as to fit in with the snow-covered hillside background and to avoid the attacks from the Luftwaffe. With the joint efforts of the crew and local Norwegians, she was successfully out of danger in May 1940. Despite several air attacks, she finally was able to return to England for repairs.

In February 1944, as she was leaving Naples to return to the Anzio area, she was torpedoed by the German submarine U-410. 415 of the crew were killed or went missing in the battle, while 250 survived.
