This is a posable action figure from the Revoltech series.

Golden General Falco shines in all his golden glory as this incredibly poseable "Revolver"-jointed action figure complete with light-up LED in his right hand to replicate his finishing move! Sculpted by Ken Matsuura, this 14.5cm figure is an intricately detailed, impressive likeness of Falco, with a realistic finish that helps bring him to life. The Gento Kouken successor comes packed with a light-up right hand (battery is included) on a fixed-pose right arm, an articulated right arm, six optional hands, and a display base with joint arm to assist with dynamic poses. Of course, his lower right leg is removable to replicate the scene in the anime classic "Hokuto no Ken 2," where Falco sacrificed his right leg by amputating it as a peace offering to the Fist King in exchange for sparing the Gento village from being invaded by Raoh and his army.
